Forklifts and Heavy Equipment on Location: Certification, Spotting, and the Blind Side
Every heavy thing on a drilling location moves on wheels. Pipe, mud sacks, palletized chemicals, tools, and generators all ride a forklift, a telehandler, or a front-end loader at some point in the day. These machines run close to people on foot, often in tight space and bad light. That combination, heavy loads moving next to walkers, is where the worst struck-by and crush accidents happen. The fix is not a new machine. It is trained operators, honest load handling, and spotters who are actually watching. This article walks through the machines you will find on location, who is certified to run them, how loads behave, and how a reported near miss can keep a blind-side accident from happening twice.
Under OSHA 1910.178(l), every powered industrial truck operator must be trained and evaluated before being allowed to operate a truck, and performance must be re-evaluated at least once every three years. Training has to include formal instruction, practical training, and a demonstration of skill on the truck the operator will actually run.
The equipment on a location
Three machines move most of the weight on a location. The counterbalance forklift is the familiar warehouse truck, with the load carried ahead of the front axle, which is why it needs ballast in the rear. The telehandler, or reach forklift, adds a telescoping boom, so it can place loads at height, over pipe racks, and into the backs of trucks. The front-end loader does the bulk work with buckets and forks, moving soil, cuttings, and skids. Each machine has its own limits, and none of them can be treated like a bigger version of the other.
Man baskets get their own mention because they appear on almost every location at some point. A basket carried on forklift forks or hung from a telehandler boom is a way to get a person up to a tank hatch or a light fixture. It is also a load with very different behavior than a pallet of sacks, and it gets its own section below.
Operator certification and evaluation
The rule is simple to state and easy to skip: no one operates a forklift or telehandler without documented training and evaluation. OSHA 1910.178 requires initial training and evaluation before a person runs a truck, then a fresh evaluation at least every three years. Refresher training is due sooner when an operator is seen operating unsafely, is involved in an accident or a near miss, shows a deficiency in evaluation, moves to a different type of truck, or the workplace changes in a way that affects safe operation.
On a construction-style location, 1926.602 pulls the same training requirements over material handling equipment, so the certification standard does not change just because the job is classified differently. What changes is the paperwork. Certifications, evaluations, and refresher dates need to be current, attached to the person, and checkable on the day of the job. Load charts, center of gravity, and the man-basket rule
Every forklift and telehandler carries a rated capacity, and that number is only true at a specific load center. The rated capacity is measured with the load's center of gravity at a set distance from the forks, commonly 24 inches for a counterbalance truck. Push the load out on the forks, stack it higher on the mast, or add a fork extension, and the safe capacity drops even though the nameplate has not changed. Load charts and the data plate exist to be read, and the operator reads them before the lift, not after the machine starts to tip.
Lifting people is a different category. OSHA does not treat a forklift as a routine way to raise workers, and most operator policies forbid it. Where a man basket is used, enforcement guidance requires a platform built for the job and secured to the forks or boom, fall protection for the occupant, a derated capacity, and the operator at the controls. A pallet, a bucket, or the forks themselves are never an approved place for a person. If the work calls for a man basket, it is planned, inspected, and briefed in advance, not improvised on the spot.
Spotters, hand signals, and the blind-side accident
The rear of a loader or forklift is a blind zone the operator cannot see, no matter how many mirrors are bolted on. That is why the backing rules are blunt. Under 1926.602, equipment with an obstructed view to the rear needs a reverse signal alarm, or it is backed up only when an observer signals that it is safe. When a crane operator cannot see the load or the path of travel, 1926.1419 requires signals from a signal person using standardized hand signals. One person gives the signals, everyone on the ground knows them, and the operator stops when the signal is lost.
Pedestrians are the other half of the equation. Walkers stay out of equipment lanes, make eye contact with operators before crossing, and never assume a machine is parked. Visitors are the highest risk because they do not know the patterns, which is why visitor management covers both the gate and the walk to the work site.
