Heat Stress on Location: Water, Rest, Shade, and the Supervisor Who Watches

Summer on a Texas location is a different animal. By mid-morning the deck is hot enough to hurt through a glove, and by early afternoon the heat index can push well past 100. Heat illness does not announce itself politely. It starts as discomfort, moves to cramps, then exhaustion, and it ends as heat stroke, which is a medical emergency. The crews who stay safe are the ones whose supervisors treat heat like a hazard with a plan, not a fact of life to be tough through.

OSHA's heat illness prevention campaign is built on three words: Water. Rest. Shade. OSHA recommends cool water on hand, scheduled rest in shade or air conditioning, and gradual exposure for workers new to the heat. The heat index, which combines temperature and humidity, is the measure OSHA points to for deciding when to add precautions.

How heat illness progresses

Heat illness is a ladder, and a worker can climb it fast. Heat rash is the first rung: prickly red skin where sweat cannot escape, mostly under clothing. Heat cramps follow, usually in the arms and legs, a sign the body is losing salt and water faster than it can replace them. Heat exhaustion comes next: heavy sweating, weakness, dizziness, headache, nausea. The worker is still conscious and still talking, but not right.

Heat stroke is the top of the ladder and it is an emergency. Core temperature climbs, sweating stops, the skin turns hot and dry, and the person becomes confused or collapses. When that happens, call for medical help, move the worker to shade, and cool them with water and ice while you wait. Minutes matter. The water-rest-shade rule and acclimatization

The water-rest-shade rule is the center of OSHA's guidance, and the order matters. Water means cool, potable water within reach; OSHA's sanitation standard, 1926.51, requires employers to provide drinking water on site. Rest means scheduled breaks in a cool place, taken before a worker is already cooked. Shade means somewhere out of the direct sun for breaks, or air conditioning when it is available. Crews should drink before they feel thirsty, because thirst is a lagging signal.

Acclimatization is the piece that gets skipped. The body adapts to heat over a week or more of gradual exposure, and workers who lose that adaptation are the most at risk: new hires, crews coming back from days off, and anyone returning after cool weather. OSHA calls out workers who are not used to the heat as especially vulnerable. Plan the first days back lighter: shorter exposure, longer breaks, more checks.

What OSHA expects

There is no final federal heat standard on the books as of this writing. OSHA proposed one, wrapped up its public hearings in 2025, and the rulemaking is still in progress. In the meantime, the General Duty Clause requires every employer to keep the workplace free of recognized hazards, and heat illness on a hot location is a recognized hazard. Where specific standards apply, the basics are expected too: potable drinking water, rest, and a response plan.

In practice, OSHA expects the same things supervisors already do for any hazard: assess it, plan for it, train people on it, and keep records. A heat plan does not have to be elaborate, but it has to be real and it has to be followed. No water on site, no shade, no plan, and a worker down is the pattern that gets a location in trouble. The records matter for the same reason: a supervisor who can show the plan, the water supply, and the rest breaks can show the crew was protected.

Building heat response into the daily plan

Heat safety works when it is scheduled, not improvised. On hot days, push the heavy work to the early hours and run the tour around the heat curve. Set a work-rest cycle for the worst part of the day: so much work on, so much rest in shade, with the work interval shortened as the heat index climbs. Pair everyone up for buddy checks, because the first sign of heat exhaustion is often the person next to you looking off before they say a word.

Log it all: start time, heat index at the start of the tour, rest breaks, water checks, and any heat complaints, in the daily report. The record is what turns a good intention into a plan you can review, and it is what you show when an inspector asks how the crew was protected.
