Plug and Abandonment: The Last Job That Has to Be Done Right
Every well in the oil field ends the same way, with a plug and abandonment job that has no production revenue attached, no reservoir to impress, and no second chance. The well is dead, but the rules around it are alive: how deep the cement has to go, how many barriers have to isolate the zones, what has to be cut and pulled, and what the regulator has to be told. P&A is the only job on a well where the quality of the paperwork is tested for decades after the crew leaves.
Why the plugging job is different
Every other operation on a well is reversible. P&A is not. The casing is cut, the plugs are set, the wellhead is removed, and the well is handed back to the earth. The barriers have to hold forever, or the next owner of the surface finds a venting well, a water aquifer contaminated, or a pressure problem at the surface. The rules are built around that permanence: plug depths set by regulation, cement pumped in verified quantities, pressure tested, and the whole job reported on forms that regulators keep on file as long as the well exists.
The cost is the reason wells wait. P&A is expensive, the operator gets nothing back, and the liability follows the lease, not the operator, which is why states hold bonds and require financial assurance before the rig ever spuds. The barriers that have to hold
The plugging program is built on cement plugs set across the zones that can flow: the productive intervals, the fresh water sands, and the surface casing annulus. Each plug has a designed height, a tested cement volume, and a verification step, usually a pressure test or a tag run to confirm the plug is where the report says it is. The wellbore fluid above the plugs has to be weighted enough to hold the formation pressure while the cement cures, and the surface equipment has to be cut below the surface and capped so that nothing sticks up to catch a plow or a tire.

The paperwork that outlives the well
The regulator's file is the real deliverable of a P&A job. The plugging report records each plug, its depth, its volume, the pressure test result, and the cement contractor. The well status change has to be filed within the state's deadline, and the plugging certificate is what releases the bond and closes the lease. A P&A job with good cement and missing paperwork is a P&A job that is not done, because the regulator still counts the well as open and the bond stays in place.
The records also protect the operator against the future. When a plugged well shows a problem decades later, the first document pulled is the plugging report, and the difference between a defensible file and a thin one decides who pays. Texas and the other producing states publish their plugging requirements and their well records openly, and the Texas Railroad Commission's oil and gas pages are the working model: the well's whole life, from permit to plugging report, is a public file.
