A rig location is a fuel depot. Diesel in the bulk tank, lube oil in the engine rooms, hydraulic fluid in the equipment, and produced water once the well starts to flow. Every tank is a potential spill, and a spill that reaches a ditch, a draw, or a creek is not just a mess. It is a reportable event with a paper trail that lasts for years.
What the plan has to match
The SPCC plan is a picture of the location's oil storage: every tank, its capacity, its contents, and where it sits. The plan names the person in charge, the inspection schedule, the response procedures, and the notification list. The test of the plan is brutal and simple: does it match the location as it exists today?
Most plans fail that test. The tank size on the plan is the size from last year. The spill coordinator named on the plan left the company. The new diesel tank the contractor set last month is not on the drawing. A plan that looks ready but does not match is worse than no plan, because it passes the glance and fails the spill.
Containment is the design question
Secondary containment is where prevention becomes physics. Berms, dikes, drip pans, and liners around the tanks and the fuel points. The question that matters is the one nobody asks at the planning meeting: if the biggest tank on location let go completely, where does the oil go? If the answer is "down the pad and into the draw," the plan needs work before the tank needs testing.

The person in charge owns the response: stop the source, contain the release, call the list. The notification chain is part of the plan, and it has to be tested, because the phone numbers change and the emergency line does not answer itself.
There is a threshold question every operator should know before the spill, not after: a release that reaches navigable waters is reportable under the Clean Water Act, and the call has a deadline. The crew does not need to know the regulation by heart. They need to know who to call, and the plan needs to list the numbers, with backups.
