Water Transfer on Location: Meters, Tickets, and the Leak Nobody Bills

A horizontal well takes millions of gallons of water, and every gallon is bought, moved, measured, and argued over. The water comes from a fresh water supply or a recycle pit, moves through transfer pumps and meters, sits in the frac tanks, and ends up in the well or back out as flowback. At every handoff there is a number, and the number decides who pays. Water is the cheapest thing on location and the most disputed, because nobody trusts the measurement on the other side of the handoff.

API's Manual of Petroleum Measurement Standards, Chapter 4, covers the meters used to measure liquids in custody transfer: how they are selected, installed, calibrated, and proved. The principle at the center is that a meter used for a sale or a handoff has to be proved against a known volume, on a schedule, with the proof recorded.

Why the meter and the ticket disagree

The water story starts with the meter. A turbine meter, a magnetic meter, a paddle wheel: each has its accuracy range and its failure modes. Meters drift, air gets into the line and gets counted, valves leak past, and the difference between what the meter read and what the tank actually holds is the battleground. The fix is proving: running a known volume through the meter and comparing the reading, on a schedule, with the result written down. A meter that has never been proved is not a measurement, it is a guess with a display.

The ticket is the second layer. The water hauler or the transfer crew writes the volume, the time, the source, and the destination, and the operator's field person signs it. The reconciliation that finds the leak

The numbers have to close, and when they do not, the gap is the story. Total water delivered to the location should equal water in the tanks plus water pumped into the well plus water hauled off plus water lost to spills, leaks, and evaporation. When the field person reconciles the delivery tickets against the tank gauges and the pump log, the leak shows up: a meter running fast, a valve left open, a hauler taking a short load, or a tank that is holed. The operators who do this well treat the water record as an inventory, not a stack of tickets. Every source is an account, every delivery is a line, every tank is a balance, and the balance is checked at the end of every tour. The tank gauge is the second witness

The meter reads the flow, and the tank gauge reads the result, and the two should agree. A frac tank has a strapping table, the manufacturer's chart that converts a measured height of water into a volume, and the field person who reads the gauge has to read it the same way every time, from the same reference point, or the volume is a fiction with a number on it. The reconciliation between the meter total and the tank gauge change is the control that catches both directions of error: a meter that under-reads steals from the seller, and a gauge misread steals from the buyer. The crews that trust one number and never check it against the other are the crews that discover the disagreement at invoice time, when it costs real money to fix.

Water records and the regulators

Water also has a public side. The fresh water withdrawal is reported in many states, the produced water disposal is reported, and the whole water life cycle is increasingly a data room question when assets change hands.
