Crane and Lifting Operations on Location: The Plan Before the Pick

The mobile crane is the strongest tool on a location and the one that kills fastest. It lifts the BOP, the pumps, the pipe, the containers, and the crews' lunchroom. Every lift moves weight over ground where people walk, and every incident starts the same way: the lift was planned in someone's head instead of on paper.

OSHA's cranes and derricks in construction standard, 29 CFR 1926 Subpart CC, sets the rules that apply to most rig and location crane work: operator certification, daily and periodic inspections, load chart compliance, ground condition checks, and signals. The standard is the floor, not the ceiling.

The plan before the pick

Before a critical lift, someone has to answer seven questions: What is the load, including the rigging? What is the radius from the center pin to the load? What does the load chart say at that radius? Where are the outriggers, and are they fully extended? What is the ground under them? Who is signaling, and does everyone know the signals? Who is inside the exclusion zone, and why?

Answer all seven and the lift has a plan. Skip one, and the skip is where the incident lives. The load chart is unforgiving: a crane that picks 20 tons at ten feet radius cannot pick 20 tons at twenty feet, and the difference is a small move of the boom.

Ground conditions decide

The outrigger is only as strong as the ground under it. A soft shoulder, a washout from last week's rain, an unleveled pad, a mat that shifted: any of these turns a rated lift into an overloaded one. The operator and the rigger walk the pad before the crane settles. The good ones do it again after every storm, because ground changes and cranes do not.

The people in the loop

The operator runs the machine. The rigger rigs the load. The signal person owns the communication. The spotter watches what the operator cannot see. Each role has a job, and a lift plan names them. When the plan is in someone's head, the roles blur, the signals get improvised, and the load moves into the blind spot.

Operator certification is not optional under Subpart CC, and the certificate has a date on it. The same goes for the daily inspection the operator does before the first pick: it is a record, not a ritual. The record of a safe crane

A crane operation is auditable the same way the rest of the location is: lift plans for the critical lifts, operator certs, daily and periodic inspections, load test records, and the signal person's training. The question after any incident is always the same: was there a plan, and did the people follow it? The rigs that can answer yes are the rigs that wrote it down.

The exclusion zone is a plan, not a rope

The load path needs a zone under it that stays clear of people, and the zone is only real if someone is assigned to own it. The spotter, the rigger, or the signal person keeps the zone: nobody walks under the load, nobody stands inside the swing radius, nobody assumes the lift is done. The plan names the zone. The person enforces it. The record shows it was briefed.

Rigging gear gets the same treatment. Slings, shackles, and spreader bars have their own inspection requirements and their own removal criteria, and they fail under load the same way wire rope does.
